This new Jersey Division of Gaming Enforcement (DGE) has reached a resolution regarding the Borgata Winter Poker Open chips that are counterfeit at last. It seems that every time an obstacle emerges for just one of the proposed Massachusetts casino plans, someone or something measures up to provide a solution. Then when there have been questions about that would benefit from the sale of land Wynn Resorts would use to host their Everett casino, possibly we should have expected a resolution to too present itself before long.

Eminent Domain Purchase Considered

The city of Everett itself may ultimately acquire the property before selling it to Wynn, sidestepping the murky situation that currently surrounds the land sale in this case. The town would use their power of eminent domain to purchase the land in addition to seven other properties in the area for a total price of about $41 million. The land necessary for the casino could be sold to then Wynn from the city.

According to Mayor Carlo DeMaria, this move wouldn’t be solely for the benefit of Steve Wynn and the casino that is potential he desires to build. Rather, this is a plan which was in development before anyone considered bringing gambling to the town.

‘This area, when you are well aware, is important to the future success associated with the entire city and certainly will serve as being a gateway to the entire region,’ DeMaria composed in a letter to Everett city councilors last week. ‘My administration is committed to realizing the extraordinary potential of this area and the city being a whole.’

Controversy Over Secret Partners

Although the city may be willing to purchase the land to be able to build up it, that was not the original proposal Wynn was banking on. They had planned to purchase the land for $35 million, presuming that the Massachusetts Gaming Commission was to approve their casino plan.

As we recently reported, the controversy within the land began after payment investigators found that the existing owners of the property FBT Everett Realty could be lying about the involvement of Charles Lightbody, one of their original partners. Lightbody, a convicted felon, claimed to possess sold off his interest in the home long ago, despite having put up $1 million associated with original $8 million purchase price in ’09.

Which could have now been resolved if the other owners had pledged that the property purchase wouldn’t benefit any unknown, key partners. By Anthony Gattineri has refused to sign such a pledge, fueling speculation that Lightbody may have a pursuit. And considering that the payment has required the statements to be signed in order to accept Wynn’s license, it’s put the sale in question.

A Public Purpose?

The question of whether or not the town of Everett can get for this issue with the use of eminent domain might be tricky. The city can only take private land if doing so serves a public purpose under state law. Mayor DeMaria claims the land is ideal for redevelopment and that the populous city would invest tens of millions to upgrade the region after the purchase.

But not many people are convinced that anyone would develop the area if Wynn doesn’t have the casino permit. City Council president Michael Marchese states he appears at the proposition as nothing less than an opt to Wynn.

‘We haven’t had a developer here in over 20 years,’ Marchese said. ‘We just know what we hear, and that which we hear we don’t trust.’

You can imagine how lucrative a casino that is massive in Chicago could be. It’s been a dream of numerous for decades now, though never ever one which has come anywhere near fruition. Now, one lawmaker has placed two proposals for such a casino before an Illinois House committee though the probability of either ultimately passing into law are slim at most readily useful.

Two Plans, One Man

Representative Bob Rita (D-Blue Island) has put together two variations of a plan that could bring casino gambling to Chicago. In the first version, designed to appease as many interest groups as you can, five new casinos would be authorized. That would include a Chicago casino with up to 4,000 games, along with smaller casinos in Rockford, Danville, Lake County and another suburb towards the south of Chicago. It could also give racetracks the best to host a number that is varying of machines, up to 600 for locations in Cook County.

But that isn’t the plan that received the attention of the Illinois home. It’s an alternate Rita-backed plan one that would accept only an individual casino with up to 10,000 games in Chicago that promised to cause plenty of heated arguments on both sides of the issue.

Chicago vs. Downstate Illinois

Rita is hoping that by talking to lawmakers, he can convince them that a huge Chicago casino will benefit the whole state. Their plan would see half of all revenues from the casino that is proposed projects through the entire state.

‘It’s part of the process of moving this ahead,’ Rita stated before the hearing. ‘ We have never had a full in-depth conversation or a hearing of the Chicago-only choice.’

The single-venue plan is popular with the Chicagoland Chamber of Commerce, which stated during the hearing that they would like a casino in the central section of downtown Chicago. Governor Pat Quinn in addition has suggested that this version of the bill is more likely to earn his support than past bills that he has vetoed.

But politicians from the rest of the state are predictably suspicious of any plan that would expand gambling just in the city.

‘The purpose [of gambling expansion] was to help communities that are economically distressed’ said state Representative Chad Hays (R-Catlin). ‘ I would suggest that downstate taking the leftover crumbs from Chicago is just a laughable assertion that no downstater would bite on.’

A Term from the Mayor

Danville Mayor Scott Eisenhauer also weighed in against A chicago-only plan.

‘The possibility to add downstate job creation and revenue growth far outweighs the benefits of A chicago-only permit,’ said Eisenhauer, who also planned to go to the hearings.

Representatives from social groups spoke at the hearings to state that they were worried about the impact a casino that is massive have on the state. Meanwhile, other casinos stressed that a venue that is large Chicago would harm their businesses. And the horse industry that is racing both the single-casino and broader expansion plans, because they want much more slots available at their tracks.

With so much opposition from across the state, numerous lawmakers feel that only a wider gambling bill has any chance of success.
